This might give someone an idea for the Ioniq Electric. Not sure about other versions.

I don't have a photo, but if you pop open the front plastic wheel well liner and look behind the wheel arch closest to the firewall, Hyundai stuffed in a rectangular (what looks and feels like) padded likely waterproof foam sound insulation. There's surprisingly more room to put in even more sound insulation material in there as the one there from the factory is squishy enough to be pushed back further in exposing now more empty space/room that you can add more insulation to cover the entire area much better than the factory did. Now the problem is I'm not sure what material one can buy to match and be suited for this specific area, it would have to be waterproof and or weatherproof, but if you're a little sensitive and annoyed at the tire/road noise, this arguably could prevent more noise from entering in the cabin, but its my uneducated guess to why Hyundai added this in this specific area in the first place.
 
This bumped thread prompted me to ask if the hood is supposed to have sound insulation?

When I got my 2019 HEV home and popped the hood, I was expecting insulation because I’d seen photos with it but since I’m not experiencing any significant noise, I’ve kind of let it slide.
 
I guess the most effective way to reduce road noise will be to wait until you replace the stock Michelin Energy Saver A/S, however, its hard for a customer to know how quiet any particular tire is before putting them on. Unless other Ioniq owners have already swapped tires and have experience to which reduced noise more...

In Europe, all tyres need to be tested for performance and have a label attached. There are online retailers that display this information per tyre on the website. Have a look here: https://www.mytyres.co.uk it might give you a clue as to the quietest tyres available.

More to my point, are US HEVs supposed to come with sound insulation installed on the underside of the hood?
 
Look closer, there should be insulation under the hood. A thin black sheet was installed in the 2017 and 2018 model years. You also have an engine cover, firewall insulation, and extra cost windshield with sound insulation.

Your photo is of the Hybrid which definitely doesn't have it. But past years did have it.
 
2019 HEV Limited Ultimate has under hood insulation about 1/2" thick.
Just checked my 2019 HEV Limited and it does have insulation under the hood.

I emailed Hyundai support whether my HEV Blue trim is missing the hood insulation which was worthless as they just advised me to contact my dealer ?

Not worth a special trip so maybe they’ll get $35 out of me for the recommended 3750 mile oil change & HSG belt check and I’ll tack on the issue then.
 
Just had the ioniq hybrid home for a Day to try it out before buying.
I love this car. So silent around town with only the electric engine running.
Design and All tech stuff is amazing.
I would had ordered the car asap.. BUT there is a noise from the tires or wind when running on the highway. I think I Will get very annoyed with it fast.
Actually my wife noticed it and asked if i could turn the ventilation down :)
Has anyone tried other tires maybe it can reduce noise.... ?
My Ioniq is loud at 60MPH with all the windows down. Those Michelin Green X are not the quietest tires.
 
Apparently Hyundai are already working on a sophisticated gizmo to reduce road noise by 50%. We will have to see if it extends to EVs which suffer from this the most due to their otherwise silent progress.
