I just got my Ioniq yesterday. I have heard of the German App for Android which is supposed to notify on the SoC remotely using a bluetooth OBD2 device and an App.

Has anyone tried this?

If so which OBD device did you use?
Do you need a second phone left in the car with bluetooth paired to the OBD device to then relay the notification to your main phone which you have on you?

I wish the EU cars had some remote connectivity but if that prevents phantom battery drain then I am ok with missing out on it.

Yes, I've tried EVNotify. It does work. But EVNotify only works on newer phones or tablets.
You do need a second phone left in the car.
So I had the choice of leaving my new phone in the car and carrying around an old one. Or waiting a year or two until I get my next phone, and then I can leave the old one in the car.
I have a Konnwei KW902 OBD reader.

I leave my OBD II dongle plugged in without problems. But some on the forum have reported battery drain. I think it depends on the dongle. I bought a better, more expensive, well know brand name one that features an ultra low energy draw in "sleep" mode. Some other dongles don't have that.
