Looking at your dash it looks like one of the three main blue LEDs is lit meaning the 12v battery is being topped up by the main batteries so nothing to worry about. Mine does this all the time.

 

The charging light was indeed on, but I'm pretty sure the screen was not on at the same time before. Is the screen supposed to be on when the 12v is being topped up ? Seems odd.

I noticed the blue flashing charge light behind my windscreen yesterday evening, I purposely checked the dashboard, and it was illuminated just like your picture. I suppose as the systems in the car are awake the dashboard also comes to life for the charge duration. I checked later after the blue light had stopped flashing and the dashboard was no longer illuminated.
