the hyundai ioniq 2020-21 navigation system is compatible with the Hyundai ioniq 2019?
that can be updated straight to Hyundai ioniq 2019?

NB, hyundai ioniq 2020-21 navigation system comes through by USB
hyundai ioniq 2019 navigation system comes through by SD Card

What I do prior to updating, is to make a note of the version of the software already installed in the car (obtained via the settings button); I simply take a picture of that screen for reference.
Then I enter the installed software version number into the "Search by Navigation system model name or Software version" box on the Hyundai update page pictured in your post.
Then you may be certain that the Hyundai updater will only offer you the appropriate and pertinent update for your vehicle.

I dont think the 2017-2019 is compatible to the 2020 onwards because of the screen size.

2019 is Gen5
2020 is Gen5W
