At least as far as being drunk, if you're going out to drink, moving your car off the charger before you're too drunk to do so would be a user responsibility.Lots of tricky things to figure out. You going to charge someone $500 because they had too much to drink and took a taxi home rather than their EV? What about other emergencies that prevent a person from moving their vehicle? I don't think the fee to "hog" a charging spot should exceed the average cost to charge there. It would benefit the EV companies too, since charging infrastructure is a money looser at the moment.
Much like parking tickets I don't see why you couldn't appeal if there was some emergency that stopped you from moving the car to another stall
