Lots of tricky things to figure out. You going to charge someone $500 because they had too much to drink and took a taxi home rather than their EV? What about other emergencies that prevent a person from moving their vehicle? I don't think the fee to "hog" a charging spot should exceed the average cost to charge there. It would benefit the EV companies too, since charging infrastructure is a money looser at the moment.
At least as far as being drunk, if you're going out to drink, moving your car off the charger before you're too drunk to do so would be a user responsibility.

Much like parking tickets I don't see why you couldn't appeal if there was some emergency that stopped you from moving the car to another stall
