‘23 I5 SEL here and I have the same. It is in the same place and shape as the slider grab on the limited trim so I suspect it’s either the same trim piece that gets a hole cut out for the button in the limited trim or the underlying frame is the same and the indent just attaches to the same clips.
Yes, on the limited trim with the sliding console the button to unlock the console is in there, you push up inside there with your fingertips to slide the console.
pg 286, ch.5-113, of the manual has the sliding armrest 'pic':

forward/backward, pressing the handle
(1) and pull or push the console to the
desired position.
Check if the console box makes a ‘click’
sound, after moving the center console
box.

Use of excessive force to the console box
