2023 Ioniq 5 AWD LTD battery preconditioning not functioning

So I have read all the tutorials and watched all the videos several times and can not get the battery preconditioning to function. I saw that one of the video posters on YouTube, Wrenching Fool, showed that Hyundai admits there were cars which were given bad software, but there was never any public acknowledgement(TSB), just the document issued to dealers.
The question is if Hyundai doesn't acknowledge there's a problem, why would my dealership try to fixt it. They have repeatedly told me "Hyundai says you're up to date" when the problem as described in the video, is that the latest fix(event 913) has to be applied in sequence after the previous fix(event 892) or you have a problem. Any thoughts on next steps?

This. If the battery is warm enough because the ambient temperature is high enough then no pre-conditioning will occur. Where I live it will probably be November before I will see it work again. I am fortunate that I had the update when there was still some cold weather so I could see it work.

Having watched all the videos I noted the temperature was 48F- the battery was cold, the destination was an EA DC fast charging station, chosen from the native nav system. The distance to it was under 30 miles, and 30 minutes, there was 38% state of charge. by every videos "requirements" it should have worked.

This sounds like it should be working, but a couple of things to narrow it down.
Double check that the option is selected, sometimes it turns itself off.
Try another DCFC. I’m assuming you’re selected from the POI categories, not manually entering the location.
If that fails, pick up a OB2 dongle (that works with your phone :/ ) and double check your minimum and maximum cell temps, as well as the battery heater temperature. If the cell temp is close to 70° it may not activate
Let me mention one "failure" I came across as I tried to get preconditioning to work for me after I had my 22 Ltd updated. I would use voice control to set my navigation point to the town the EA charger was at 150+ miles away. I'd then use the touch panel when I was 30-40 miles away to change the destination to "POI", "Charging","EV location". Yet in some situations, it wouldn't turn preconditioning on. After some experimentation, it turns out a "small" change in destination location will NOT actually trigger the preconditioning to turn on. The instances where it wouldn't turn on were 1) destination was a very small town or 2) original destination was the Walmart where the chargers were at. Once I changed my procedure to setting the original destination to the next town over or a store at the other end of the mall where the Walmart was, preconditioning worked fine. Not to say that this is your specific problem, but try making a change in your procedure of setting the destination. There may be other anomalies in Hyundai's programming that you're finding. Since I changed my procedure, I'm 100% invoking preconditioning, as long as all the publicized conditions are met. (Also helps to have an OBD reader (such as Car Scanner) to verify minimum battery temperatures.)

I want to thank everyone for their advice. I will probably give in and buy a OBD reader and set it up with my phone. I have followed the advice of Ioniq Guy and Cars Made Simple when trying to activate the battery preconditioning and the fist hint that it's not working is there has never been the little pop up message telling that me that "Battery conditioning activated for optimal DC charging". I tried selecting DC fast chargers near me, more than 30 miles away, more than 30 miles away with less than 30 miles of range, all in temps below 45F. I susepect as I noted above that the updates were installed out of sequence and without some more informed testing, it wont be clear. Next step will be to get in line at the dealer service department. But, sadly, in my expereince these guys will try to perform an oil change.
this may be too late for you, but did you change the charge settings? this will casue the battery pre-conditioning to get uncheck. You have to go into settings again and select this to be switched on.
